Since you are not getting errors when resetting the password in the id vault and the iNotes password is changed as well this seems to indicate that the problem is not with the id vault .
My guess would be that you are authenticating and trying to decrypt a user id that is not in the vault. This can happen if the user id for the user is stored in the person document.
Check the person document and see if the document contains a user.id attachment. If so delete it. Save the doc and replicate to the mail server of the user. Then try to setup the lotus notes client again .
